WHAT IS HLS.IL?
HLS.IL is Israel’s leading innovation community dedicated to advancing homeland security technologies. Our mission is to address core security challenges by fostering an ecosystem where innovative solutions can thrive.
We connect startups, investors, and strategic partners to promote, accelerate, and implement groundbreaking technologies that are effective, scalable, and impactful.
The HLS.IL community is a unique collaboration between the Ministry of Economy and Industry, the Israel Innovation Authority, the Ministry of National Security, and is proudly led by SouthUp in Sha’ar HaNegev. Together, we are building a platform that drives innovation, strengthens national security, and empowers technological growth.

Connections and Networking
We bring together startups, investors, government entities, and industry leaders to create meaningful collaborations and strategic partnerships, fostering a thriving ecosystem for homeland security innovation.
Policy Design
We work closely with policymakers and key stakeholders to shape regulatory frameworks that support the development and implementation of cutting-edge technological solutions in the field of homeland security.
International Commercialization
We provide startups with the tools, guidance, and connections needed to expand globally, enabling access to international markets and opportunities for scaling groundbreaking solutions.
Pilots
We facilitate pilot programs with police, fire services, and other agencies under the Ministry of National Security, offering startups the opportunity to test and validate their technologies in real-world environments.
